CMS Incentive Program Basics

What is the EHR Incentive Program and how does it relate to Meaningful Use?

Under the Health Information Technology for Economic and Clinical Health (HITECH Act), which was legislated under the American Recovery and Reinvestment Act of 2009 (Recovery Act), incentive payments are available to eligible professionals (EPs), critical access hospitals (CAHs), and eligible hospitals that successfully demonstrate Meaningful Use of certified Electronic Health Record technology.

The three components of Meaningful Use are:

  • The use of a certified EHR in a meaningful manner such as E-Prescribing
  • The use of certified EHR technology for electronic exchange of health information to improve quality of health care
  • The use of certified EHR technology to submit clinical quality and other measures.
