Stage 1 Meaningful Use

Buried within CMS’ Stage 2 Final Rule are requirements that will affect Stage 1 MU participation in 2014. These changes range in severity and some require immediate attention. Eligible providers (EPs) must ensure that their Stage 1 plans align with some potentially high impact changes. Whether an EP is planning to participate in the EHR Incentive Program for the first time in 2014 (Stage 1 MU, Year 1) or will be participating for the second year (Stage 1 MU, Year 2), the reporting periods will change for all participants:

  • EPs who are eligible for both the Medicare and Medicaid Incentive Program will report for a three-month period fixed to a calendar year quarter.
    • Stage 1 MU, Year 1 must attest no later October 1, 2014 to avoid the 2015 payment adjustments
    • Stage 1 MU, Year 2 must begin reporting period no later than October 1, 2014 to avoid the 2015 payment adjustments
  • EPs who are solely eligible for the Medicaid Incentive Program will report for a three-month period
    • The three-month reporting period is not fixed to a calendar year quarter.

In addition to the reporting period changes, Stage 1 MU objectives, measures, and exclusions that EPs must meet are going to change. Certain core and menu objectives have been combined and EPs can no longer count exclusions toward meeting menu objectives. Stage 1 MU in 2014 will bring a focus on patient engagement, interoperability, and electronic health information exchange. All Stage 1 EPs will need to provide more than 50% of unique patients with the ability to access their health information online.   It is important to plan for how these changes will affect EPs workflow and technology.

2014 Meaningful Use performance is the basis for 2016 Medicare payment adjustments. For EPs, this potentially means a 2% reduction to the Medicare Physician Fee Schedule (PFS) amount for covered professional services furnished by the EP during 2016.   • Assist Practice in Actual Attestation
